He didn't mention the Russo-Swedish war and in July 1788 the Swedish fleet was forced to abandon the offensive https://www.prlib.ru/en/history/619352#:~:text=June%2021%20(July%202)%201788,%2DSwedish%20war%201788%2D1790.

The latter happened while the Russians were fighting the Turks, so essentially with one hand tied behind their back.
