Patrick Byrne had devised such a ledger for stocks so that no one can manipulate stocks

Byrne's tZERO is a key part of the theory of what's being done with the current revolution involving short basket stocks.

I wish I could link to some research showing tZERO's evolving integration with NYSE, but I don't really want to spend an hour trying to find them.
