Reminds me of the old joke Military Joke about Military Intelligence during WW2 being an oxymoron.

Though it can also apply to Modern American Intelligence. These same people were swearing up and down the Russians wouldn’t invade Ukraine right up until Russian Tanks started rolling over the Border.

Even though dozens of independent Analysts and Geopolitical Experts were consistently stating otherwise.
