Oh yes! I forgot about his stroke (1919) but I honestly believe he was in full faculty mode in 1913. But! That's not to say his wife, Edith didn't have her fingers in his daily schedules.. I think he did this by himself with wife approval... IMHO Top 2 worst residents of 1600 Penn Ave: Wilson and Biden as a very close runner-up.
