One of the most common theories for why the 28 pages took so long to be declassified is that the Bush Administration didn't want Saudi Arabia's role in the attacks known; either due to possible ties between Saudi Arabia and the Administration or the U.S. Government in general, or because knowledge of Saudi Arabia's role in the attacks could hamper the Administration's attempts to convince the American public that Saddam Hussein and Iraq were somehow connected 9/11 in order to solicit support for the Iraq War.
