Show me any evidence that a real estate scandal's investigation was handled in a random government building 340 miles away.
Ken Starr, who oversaw the investigation, maintained offices in Washington, D.C. and Little Rock, Arkansas. He was still investigating Whitewater in 1998, a while after the OKC bombing.

You're the one claiming there was a connection of Whitewater and OKC, you're the one who needs to prove something, you're just making stuff up in your head.
Tell me this, where was the Whitewater Property? Where was the staff officed who investigated it?
Name any individual who was located in OKC that had anything to do with the investigation?
