Why is it that every moron that posts a video HAS to add stupid music to the background? Totally unnecessary.

Anyway, as many security cams as there are out there, how did this one snippet out of millions...maybe billions... of snippets, ever come to the attention of law enforcement? What is going on behind the scenes that we aren't being told?
