HOAs are cancerous bullshit that try to dictate how you live. They are suppressing freedom of expression. And last time i checked. HOAs are not exempt from the bill of rights

Bill of rights limits Government. As does Constitution.

Private organizations can have rules. Say a dress code , don't like the dress code don't work or go there. Target and June comes to mind.
