That’s an interesting picture. I see no people in the hallways on the other side of the glass. It appears that it’s just a farmers market that has been invited to set up in the courtyard of the building. I see no professional dressed people walking around. It looks like folks just came off the streets or from other buildings to take advantage of the farmers market. Picture doesn’t prove that the people in the courtyard are employees of the FDA.
I can see three people inside the building. Also, the FDA has a business casual dress code which just means slacks and a polo basically. No one there wears suits.
