That's as easy as 1-2-3-4.

Roll back auto regs to 1980, and park them there for 20 years.
Pass legislation forbidding union political activity of any kind/type.
Pass legislation restricting union negotiations/activity to health/safety/wages ONLY.
Enshrine Right-to-Work nationwide.
