Fun fact. The very first poll of Congressional Approval Ratings in 1974. Came back at 30%.
For the most part for most years we have data since we started measuring . It’s consistently hovered under 50%. Barring a period in the mid-90s to October 2001 where it climbed to 84%. Than it immediately started plummeting again. In fact it hasn’t breached 40% approval for 15+ years.
Yes, but one's approval of Congress doesn't matter, because you can only vote for three members of it (two Senators and your district's House member). So really only your approval of those people matters.
