So they are at the point where all the stops are pulled and they contrive mass chaos.

And yet the good guys have known this and planned for this for ages. They will try to create chaos, but they will not succeed, imo. What we see now is chaos on their side. Their lines of communication are down, their puppet masters have been cutoff, and they have lost coordination.
