It's possible they've all been promised that Biden's replacement will wipe the floor with Trump and they truly buy into it at this point.

That doesn't even make any sense optically. More likely, they didn't need riots because "the plan" requires a "cause belli" so a war footing can be established in order that the elections can be cancelled
