This is a complete nothingburger. Just a light source by which astronomers can calibrate the photometry of their telescopes. $19.5 million is only a 1-in-a-thousand random coincidence (for a 3-figure number), not a symbolic anything. Contracts are not priced nor awarded in dollar values on the basis of symbolism.
