19 Uniforms. 34 Radios. And while it’s fuzzy on the details 200 stickers. Though the way they worded it, one could reasonably come to the conclusion that it was 200 Sets of stickers. Which would mean they could outfit in theory 200 cars. Or it could have just been 200 individual stickers and weird word choice.
Depending on the Uniforms. They may have been stolen as examples to use for the manufacture of more. Patch placement, rank insignia etc. IE Officer, Corporal, Sargent, Lieutenant, Captain, Detective etc.
You can buy blank generic Police Uniform pants/shirts. It’s a standard outfit for many private security companies as well. And there’s enough places that deal in convincing enough fake badges and patches for costumes or movies.
Still an attack with attackers disguised as Police would absolutely paralyze NYC and large parts of several States. And outside responders would by necessity need to treat every NYPD Officer as a potential hostile. Whether it’s 19 or worst case scenario several hundred.
And a worst case scenario I dare say it would necessitate Army Regulars Deploying. As National Guard wouldn’t likely be able to be on scene fast enough. While Regular Army units can be dispatched from nearby installations in a matter of hours. With at least a full Division and elements of Several more on scene in 24.

Imagine having tonsequester the entire police force from tje public to do a roll call ferriting out the imposter's.
The imposters would just not show up to the roll call.
There are 33,700 sworn Officers give or take. It’d be weeks if not a month or more to account for every officer. And not to mention the potential of infiltrators among the Civilian Employees. Which is another 16,000.
