It would outlaw:

Militias (a literal Constitutional right)
Boxing and/or martial arts classes
Speaking out of turn in any governmental assembly, including local townhall meetings
Protesting governmental functions

If anything at all, ISIS has proved no police can prevent hidden citizens to become highly dangerous as deadly organizations.
