Seems like they are trying to turn fraud and corruption into a laughable offense. While it is funny, let's not get too distracted by the humor or what they are trying to do with the humor.

This reminds me of the parents who try to turn their screaming toddler's attention to giggling about something to distract them when ultimately they are avoiding teaching their children to cope.
