I put an arrow on the image to highlight, but the side of POTUS Trumps' hat clearly reads "45-47" = which I read as "45 THROUGH 47" Not "45 AND 47"; but 45, AND 46, AND 47........
Unless I'm insane or that uneducated; if you wanted to tell someone, "I want numbers 45 and 47" you would put "45 (&) (+) 47; not "45 - 47"; the "-" dash indicates the whole series; 45, AND 46, AND 47... not ONLY 45 AND 47......
Is this a tiny little COMM to let us know who's ACTUALLY still POTUS / CinC???? I read this as Trump potentially telegraphing that he IS POTUS #46.....

The dash can be used to mean "and".
The much bigger comms are that nobody else is expected to be 47, i.e., plan A is now that Biden will still be "president" until noon on the 20th. This detail was not as certain in prior years.
As I wanted to make clear in my post; I disagree. I've never heard / seen it used that way.
I've only ever heard of a "dash" being used to indicate the entire range; A - Z, 1 - 100, etc.
If you want to indicate AND; you can use a + or &.

Though one can say the hyphen invites interpretation as a range, this inference is not implicit, as it can also be understood to represent an en dash illustrating a relationship between two (among many) things, as in the example "Radical–Unionist coalition".
It's also ultimately rather irrelevant who is the 46th president, because the indication is that Trump's script is that he plans to be the 47th and that means he is not planning surprises for Biden, and articles now are confirming such a surprise would be logistically near-impossible.

Read the rest of that section; "Ranges of Values" Doesn't mention the dash / hyphen being used - with numbers - to signify "and"

However, 45, 46, 47 aren't words; they are numbers.
ETA: I did some more searching, skimmed some random pages & they all seem to backup what I'm saying, which is that a dash between numbers indicates a RANGE of numbers. In this case specifically, it would mean "45 AND 46 AND 47".......
