Some of my democrat friends say Biden stutters, that’s why he appears to have dementia. Is this true?

Mask technology is real, and the YT clip actually demonstrates what it looks like, but that morphing from Emma Watson into Sofia Vergara is CGI. One clue is that Sofia's hair at the end shows no sign of compression. If you know what to look for, you can also see the CGI when the mask (Emma's) face is being digitized as it is stretched.
