This is the reason we get 6,000 page omnibus bills now. They are written by staffers, lawyers, dark money contributors, lobbyist and worst of all the 4th branch of government (the administrative state). If there are people in congress against something in the bill, they add some pork spending in that congressman's state.
Imagine now, the laws must be passed by congress. This is why congress is out of session for weeks at a time. Then they come to the floor dressed in nice suits and pretty dresses and vote the way they are told. If the AFT or EPA want something passed, they need to make their case to congress. If the congressman votes against the will of his/her constituents, his/her political life will be short.
