That's not exactly what he said. What he said was Biden will be the nominee. He did not say Biden won't be replaced.
The most likely scenario continues to be Biden will be the nominee at the DNC Convention, then he will be 25th'ed out of office (probably sometime around September is my guess) and therefore out of the election as well. That will trigger the 426 members of the Democratic National Committee to meet in special session and choose a replacement.
And that replacement could be anybody, and the American public gets no say in it.
Could be this election cycle “October surprise”
