I think the similarity is only of topic and there are some important differences:
kirillov is only reported as saying that the US is "preparing" for a new pandemic - (i.e. that the research is to be ready if and when the new comes) and says nothing about the US 'launching' a new pandemic. Also, that the research is in violation of international obligations and a threat to international security.
Accusing another nation of planning to launch a pandemic or even doing pandemic research deliberately in order to use them as bioweapons is a massive assertion and not something any country would officially do lightly. And, there seems to be no foundation for the assertions that OP is making.
Kirillov is simply talking facts, making warnings about potential problems, not accusing the US of such wrongdoings (even if we as anons believe it).
