Flush the DC Circuit. How, you say? Congress has the Constiutional power to authorize the creation and dissolution of Federal Courts.

After Trump gets re-elected, Congress dissolves the DC circuit, and reconstitutes it with 18 fresh appointments all made by Donald Trump. Sound like a plan?
