Sooo my question is. Will the "Save Act" go into law? Republicans have the house but dies this need to pass the senate? or does congress meaning both houses need to pass it?

It will not pass this year (2024 election) because of the Democrat opposition. It will be passed after Trump becomes President and the House and Senate are controlled by the Republicans. In other words, Republicans need to win big in 2024 to get the law passed sometime in 2024 -25.
