This dude is a moron! Does he not realize that most of the bags tossed on the streets are due to the large Alley or “trash area” dumpsters are over packed and hardly ever emptied in a timely manner? And because the amount of trash thrown out per number of people vs. the trash pick-up rate and distance to storage/waste facility per full garbage truck?
