Could the reason why they can't get anybody younger, no newcomers, and don't have any "rising stars" they could push to the stage, be that the younger ones have been able to read the tea leaves and figure it's not good to get into a potentially sinking ship? They are staying on the side, waiting how this plays out, but right now not committing to anything.
So the only ones playing on that side are the ones who really have no choices left? They are maybe worried about losing, but know that getting out now would not help them, so they have to keep playing and hope that maybe they'd win, or with some, that they can maybe strike a deal and survive that way?
