Trust me I live near Butler. They are the most conservative farm area people. This was done by the Deep State. No way would someone tell the police that there is a shooter on the roof with a rifle and they ignore it.
Why did the officer not engage the suspect when he went up the ladder. Suspect has rifle and goes up a ladder you better believe that rifle would be pointed at you. You would engage and the sniper would assist you. Then how was all this activity missed ?
