Playing devil's advocate here, and I'm no expert, so please correct me if I'm wrong.

Their bullet proof vests say POLICE and at least one of them has a beard.

Would Secret Service wear a vest that says POLICE??? Is SS allowed to have beards?

If this was local police SWAT, don't they have different RoE than SS?

Since Trump is a former President/candidate, I would assume he doesn't have a full SS detail, that would include their own snipers, so they have to rely on local PD tactical teams wherever they go, and this is a problem with having to do that.
