Nah they are taught to shoot to kill. You don't play around with assassins god only knows what weapons they might have and can turn on civilians.
They are taught to shoot to kill, but then why not kill when they saw the shooter in the first place? It seems like the CA guy on the roof near the rally had the shooter in sight.
Agree, re your comments, just the reactions drilled into them are to kill. Its almost reflex so these agents probably just did their job, who let him on the roof ie left is open for use is the key question.

The problem is that there are two problems:
If he had lived to be interrogated, he would have "committed suicide" (you know) in his cell.
If he had lived and received a sentence, we would all have been upset and would have wanted to kill him.
The murderer will be the spark that begins the disintegration of the fag agencies of the alphabet.
It's likely he knew he would be killed whether or not he was successful but wanted the notoriety and to be a hero of the radical left.
