Hold up do people really not understand these are installed in construction for roof maintenance?

By law permanent ladders have to have a lockable cage around them preventing use without the proper key to unlock access to the ladder. So even if there was a permanent ladder it should have been locked.

And the pictures clearly show an extension ladder leaning up against the building.
