Someone in an interview said that there was also a snipers nest INSIDE the building operated by the local PD. And that was one of the excuses for why it wasn't cleared. Because it was already controlled by PD. What a perfect place for the real sniper to take his shot while they wait for the patsy to awkwardly crawl into place while everyone watches.
