The Secret Service clearly failed in the assassination.
The agency had to be involved in the planning and has the resources for the execution.
They shuffled his detail team, as one clue.
Didn't need the CIA for this one, and not the FBI except to control the physical evidence etc.
White House intel / planning assets too, along with the order to SS. [cluing in the media to show up, etc.]
