International Law exists to make bleeding hearts and activists feel better. It doesn’t actually do anything without someone will to enforce it at proverbial gunpoint. It’s just empty words from courts with imaginary power.
At best all it really does is serve as a political cudgel that various countries can use to justify acting in their own self-interest as a moral good. Or even just beat Domestic or international political rivals over the head.
