I read that a little differently. It states that "investigator's" found violations. But, it also states that "the board" will determine if violations actually occurred.
Of course, that makes little to no sense. I see double-speak in that letter and, I agree that it does show evidence of at least one violation. However, the letter seems to imply that the board has to somehow confirm, or authorize the violation that the investigators found, before they will be honest, and formally call a violation, a violation.
