The establishing oblique shot of the venue seemed to represent the shooting location as being on a lower ground elevation, based on extending the perspective lines from the bleacher seats. And it is not unusual for some .223 bullets to fragment upon striking a resistant object...or it may simply have spalled some paint off the railing that it hit. More details to be sorted out.
