With decentralized groups primarily operating in cells. It’s extremely hard to permanently “Destroy” them. Especially when they get funding from both within your government (CIA) and other people and entities within the region. Normally at least in modern day. Such groups either disband via negotiations with a Government. Or disband after sources of funding are cut off via one or more methods. They rarely are permanently destroyed via kinetic action of Military Forces. Crippled yes. Permanently destroyed. No.
What Trump destroyed was the major leadership. And their attempt at building the “State” portion. Of their name. But there is still satellite groups. Lesser Lieutenants etc. Who could potentially cause trouble for decades.
Especially when various countries intelligence apparatus realize these remnants are in essence ready made proxies and Fronts. That can be used to destabilize geopolitical adversaries.
