These TFRs have been often (almost continuous) and constantly changing insofar as times in effect etc. during the duration of Biden's Presidency. They have varied so much that it is hard to determine just what the area and extent of restriction is on any given day. Pilots perform on-line briefings to obtain this information and can call phone operators who can verify/explain the applicable TFRs at any given time. Those particular phone operators are kind of specific to that region (DC/MD/DE) where these particular TFRs affect flight.
Basically there are only "small" areas in the center of the TFR that are really "no fly" areas. These TFRs (inner & outer circle) are still quite cumbersome for local operators. In the larger (outer ring) of the TFR aircraft can operate but they have to be on an assigned/authorized flight plan. It is VERY common for aircraft operating anywhere in the vicinity of the airspace within 100 miles of those Dover/RehobethTFRs to be on a filed and active flight plan anyway since there is so much restricted airspace between and around DC/Baltimore/Dover AFB/ Philliadelphia/Atlantic City and then northeast to NYC and all its airspace restrictions. Numerous military installations with their restrictive airspace make it almost impractical to fly that corridor without a filied flight plan.
All that being said it is hard to tell if the current TFRs (expiring soon anyway) are any different than those appearing intermittently for the last 4 years.
