The origins go all the way back to the Palestine Exploration Fund (funded by monarchy for eventually creating Israel) accompanied by Lambert Dolphin's original zionist interpretation of Bible. Then to the Balfour Declaration accompanied by the Scofield bible that popularized it.

The whole plan has been easily >150 years in making.
