I would say that the answer is to turn off the smart phone and study chess, for example

Yeah well, "global IQ"... average is supposed to be 100. I wouldn't be surprised if that's around 85 now.
Good Parenting, which includes morality, not spoiling them so they learn how to survive and critical thinking - let's them coast through govt school with their brains intact... because they can see how stupid their cohorts are... and not make dumb choices...or rather, as many dumb choices.
it seems very easy to 'switch off' from parental responsibility, because as you are alluding to, school acts as babysitter and parent, and it's very easy to just let it all coast on by.
