I'd rather play an around-about border game. Some would get so tired of the bus rides, and the homesickness would kick-in & yes, I do think the majority would just stay home, if someone escorted them there.

Chicago and New York were morons before the illegals poured in. Their own policies and residents were destroying their cities already. The illegals just accelerated it. Maybe it woke them up faster but the conditions of the country (even without the illegal problem) is waking them just as easy and it wouldn't have caused a second problem.
