Problem is illegal paper ballots were being stuffed in ballot boxes all across the country and have been for many, many years.
Voter ID however would be the safest way to conduct and protect voter manipulation.
Watermarks on ballots included.
The dimocrap machine can indeed hack a piece of paper.

i'm still in favor of making the election a national holiday and all voting takes place in-person. with all attention on the day being focused on this activity, shenanigans would be harder to pull off.
