The picture is from an image that Mark Hamill reposted. Project 2025 only quoted the tweet to respond to it and debunk what Mark Hamill was saying. In other words, the fact that the Trump picture is there is the fault of Mark Hamill and whoever first made the image.

Project 2025 posted this at the very top of their response:

We are not affiliated with former President Trump. We are a coalition of more than 110 conservative groups advocating policy and personnel recommendations.
