OK im gonna be that guy. His camera stability sticks but I guess we can confirm site were taken from the official point of view. I was listening for the watch tower and it looked more like they were trying from the roof. But I think the water tower may have been for the finishing shot should the 1st guy have hit his mark

It's my belief the water tower sniper was as you say and with a suppressor.
