If the Internal Revenue Code was meant to apply to the majority of people in the States of The Union, don't you think they would have listed the names of the 50 states in the code?

Congress does not have exclusive jurisdiction over the States of the Union, but rather only over a few areas listed in Article 1 Section 8 https://www.law.cornell.edu/constitution-conan/article-1/section-8
