Do they even follow the Incident Command System? They should.
A previous agency (for which I liasoned) followed ICS protocol while providing operational security for the Olympics when held in a US state.
Was the incident commander next to, or in immediate communication with, the cia commander or liason? Even if you're operating on different channels, it's ridiculous that this took many minutes to resolve, and that the shooter even had a chance to fire at shots AT ALL.
At best, this is manifest incompetence on the part of police and/or commanders, liasons, or both. Yes, things can get chaotic and confusing, but these guys (should) be used to this. It's part of THEIR JOB. I guarantee any 911 dispatcher worth their salt is absolutely aghast at the magnitude of the fustercluck of security response.
Worst case, Trump was targeted. In which case heads need to roll.
