Here's a question that should be asked...why in God's name would the shooter even think he could get a backpack, get a range finder, get a rifle and get himself into a position to shoot at DJT? This is the one thing that is unspoken and needs to be dealt with.
One of my first remarks after the shooting was just this. Why would this guy ever even THINK he could get through all the security checkpoints with a rifle, a backpack, and a ladder unless he KNEW he'd be allowed in by deepstate operatives?
It was all set up in advance that he'd be allowed in and given all the time he needed to get set up and (supposedly) squeeze off a few unnecessary rounds in Trump's direction. Unnecessary, because other shooters were targeting Trump that day also.
