I can guarantee you the one stipulation to accepting the money will be to waive any rights to future litigation/charges. In fact, there is no reason to offer money at this point other than the government thinking they’ve harmed people and they’re going to find out soon. This is the desperate attempt to waive a cheque and get the victims waive their rights before they realize what they are giving away.
