I wouldn't worry about photographing the people covering their faces when they march.
It's better to find out where they all changed into these identical masks and shirts and got their flags... and then stake out the building. When everyone goes in to remove the gear... and then all come out of the building to get in their cars... take all the high def photos you want. Post them online and identify as many of the Feds as possible.
That's the way you do it. Don't photograph what they want you to see... but instead photograph the things they don't want you to see.
