Easy to explain. There are a lot of factors that can effect the accuracy of a shot, and almost all of then are amplified as distances are increased. These include everything from the internal balance of the bullet to whether the wind speed changes while the bullet is in flight. Most of the analysis I've seen showed the shot being on target save for Trump moving his head. If that shot came from the water tower, then the timing could be correct.
