Probably doubtful in can be reformed. Not without a complete rewrite of policy and frankly an introduction of a whole new caliber of leader.
Might be best to shut it down. Transfer any staff who might have a future with the right supervision mind you. To other agencies and start over.
Ideally any new agency IMO should it be necessary to form one. Should primarily be focused on assisting local and state Law Enforcement with coordinating across County and State Lines. And providing lab services and forensics smaller and more rural jurisdictions may not be capable of doing or being able to afford on their own.
They ideally would not and frankly should not have the ability to head investigations on their own. As frankly we have like 18 other Federal agencies capable of doing one if not all of the investigative/Law Enforcement duties the FBI claims it’s existence is necessary for.
