And providing lab services and forensics smaller and more rural jurisdictions may not be capable of doing or being able to afford on their own.

They ideally would not and frankly should not have the ability to head investigations on their own. As frankly we have like 18 other Federal agencies capable of doing one if not all of the investigative/Law Enforcement duties the FBI claims it’s existence is necessary for.
